Do you think this model can be made usable?

Yes, you can use decimate modifier in blender. However there might be small errors with the textures but generally not noticeable.

Also I would try to seperate the loose parts that have lower poly count and then use decimate modifier on separate parts to have your desired polycount then add them back together.

That operation would be Join in blender and also should have no effect on the weights of the rig.

You could also retopo it manually in a suitable program and then bake the textures onto that. It might require re-rigging it tho (depending on software)

I can retopo it and bake the textures. or hire up a 3D artist, they all know how to make it optimized.

   I don't think he needs a weapon, he already has a bionic hand. So he just grabs objects and throws them like Rocks, maybe pull out a tree and throw it. He find's something to throw.  I would say he eats bears for breakfast, but that maybe consider animal cruelty. But we can shoot people in games.

 It is also hard to determine what he eats. I would say it depends how big he is. Based on the image it is hard to tell.

Other than that I would say something melee as well.
